Powers:

   the Vice President performs functions and has the powers to perform such functions when the President is unable to due to others reasons or tasks.

      e.g) if the president is meeting with another head of state and the armed forces needed to perform a task the vice president would have the abilityto use  the powers vested in the commander in chief.
